What changed

The government announced amounts for a citizenship-by-investment programme on 2 October 2026. We found no published rule that sets them, so we do not show them here.

As of 7 October 2026, the programme was not accepting applications, and no exact opening date had been announced. No official agent has been appointed, as far as published sources show.

The route rests on Decree 366/2025, which the courts are disputing. One court has already declared the investment ground invalid in its own case.

Paying does not guarantee citizenship. Do not send money to anyone who promises citizenship through this route.

The government appealed the ruling of the national electoral court against Decree 366/2025. The electoral court admitted the appeal. The case is now before the Supreme Court.

No date has been set for a decision. Our sources do not say whether the appeal pauses the ruling's effects.

A decree of this kind falls only if both chambers of Congress reject it. We found no report that Congress has done so.

Until the Supreme Court decides, which authority grants citizenship is contested. Talk to a lawyer before you file.

The rule is Resolución 1066/2026 (Ministerio de Salud). It applies in 5 hospitals run by the national government: Posadas, Carrillo, Bonaparte, Sommer and the Instituto Nacional de Rehabilitación Psicofísica del Sur.

Before scheduled care, a foreigner without permanent residence must show insurance that covers the treatment. Without it, they pay 100% of the quoted price in advance. This includes temporary residents and people still waiting for a decision on their residence.

Emergency care cannot be refused. You may receive a bill afterwards in some places.

An emergency decree, Decree 681/2026, added new grounds to the migration law.

Entry can be refused, and a residence cancelled, for hate messages, for inciting violence against Argentines because of their nationality, or for desecrating national symbols. The person can then be ordered to leave or be expelled.

Political, academic or civic criticism is expressly excluded.

Our summary comes from the updated text of the migration law and from press reports, not from the decree itself.

In the case of "Yang, Liping", the national electoral court declared Decree 366/2025 null. The date shown is the date the ruling was reported.

The court revoked a lower court's refusal. It held that a person's migration category does not decide whether they meet the residence requirement for citizenship.

Its effect beyond that case is contested. One view is that Migraciones can no longer grant citizenship. Another is that the ruling binds only that case, and the decree still applies to everyone else.

Other courts have set parts of the decree aside in individual cases. The decree's migration rules are still being applied.

A foreigner's first ID card, and each main update, now costs ARS 20,000 (about USD 13 at ARS 1,540 on 6 October 2026).

The residence fee to Migraciones is ARS 100,000 (about USD 65 at ARS 1,540 on 6 October 2026) for nationals of countries outside Mercosur and ARS 50,000 (about USD 32 at ARS 1,540 on 6 October 2026) for Mercosur nationals. The Argentine criminal-record certificate costs from ARS 1,000 (about USD 1 at ARS 1,540 on 6 October 2026), at the slowest delivery option.

Your online filing generates 3 payment slips: the residence fee, the ID card and the criminal-record certificate. You pay them yourself. Migraciones says the only payments are the ones its system generates.

Translations add to the cost. The Buenos Aires City translators' college charges ARS 33,000 (about USD 21 at ARS 1,540 on 6 October 2026) to legalise each sworn translation at standard speed, on top of the translator's own fee.

The tax agency, ARCA, abolished the former tax key. The tax ID replaced it.

Foreigners without an Argentine ID card can ask for a provisional tax ID. It is valid for up to 2 years. You apply with documents from your home country and proof of residence issued by Migraciones.

People who live abroad must act through a representative based in Argentina.

An existing CDI becomes a CUIT the next time its holder updates their details.

Some official pages and guides still describe the CDI. Practice may lag behind the rule, so confirm at the counter.

Decree 366/2025 changed the citizenship law. It moved new applications from the federal courts to Migraciones, which later opened an online procedure.

Under the decree, you need 2 years of continuous legal residence, as a temporary or permanent resident, right before you apply. You may not leave the country at all in that time. Time on a temporary certificate does not count.

Applications already in court before the decree stay in that court, under the old rules.

Courts have set this part of the decree aside in individual cases, and the government's appeal is before the Supreme Court. Which authority decides a new application is contested. Talk to a lawyer before you file.

Before Decree 366/2025, spouses and parents of Argentines went straight to permanent residence. Their route now is family residence, which is temporary.

It lasts up to 3 years and can be renewed. The Migraciones page on permanent residence lists no category for spouses or parents.

Children of Argentines who were born abroad are still listed as a direct category of permanent residence.

Permanent residence is not automatic. Temporary residents can apply after 3 years of temporary residence, or 2 years for Mercosur nationals. Migraciones then checks several conditions.

Decree 366/2025 added one of them: you must prove sufficient economic means to support yourself. We found no published standard for how much is enough.

You must have spent enough of the period granted in Argentina. The Migraciones page on permanent residence says at least 50% of it. The Migraciones FAQ says more than 50%. To be safe, plan on spending more than half of the period in Argentina. If you will be close to exactly half, ask a lawyer.

You must not have been abroad for 6 months or more in a row.

Time on a temporary certificate does not count toward permanent residence.

Decree 366/2025 shortened the time a resident can spend outside Argentina.

A temporary residence is cancelled after 6 months or more abroad. The old limit was: More than half the granted period.

A permanent residence is cancelled after 1 year or more abroad. The old limit was 2 years.

There are exceptions: Argentine public functions, activities or studies of interest, or express DNM authorisation.

For temporary residents, the rule does not say whether separate trips add up. Ask a lawyer before a long absence.

Decree 366/2025 widened the grounds for refusing entry. An officer can refuse a tourist whose purpose does not fit a tourist visit. An officer can also refuse entry on a well-founded suspicion that the real purpose is different.

Refusals of so-called false tourists rose from 8% of all entry refusals in 2023 to 41% in 2025.

Some refusals carry a ban on returning of at least 5 years. A refusal can be appealed only from abroad, through an Argentine diplomatic mission such as an embassy.

Tourists may not do paid work without permission from Migraciones.

Decree 366/2025 asks every foreigner to declare these addresses to Migraciones: A real address, a legal address and an electronic address.

Your electronic address is an email address. Messages sent to it count as official notices.

You must report a change of address within 3 business days. A false address can lead to refusal, cancellation of your residence or expulsion.

Our sources do not say how to report a change, or from which day the count starts. Ask Migraciones or a lawyer if you are unsure.

Under Decree 366/2025, permanent residents use the public health system on the same terms as Argentines. Other foreigners need health insurance or must pay in advance for routine care in hospitals run by the national government. Emergency care can never be refused.

Some provinces and the City of Buenos Aires already charge non-resident foreigners for scheduled care: Salta, Mendoza, Santa Cruz and Jujuy since 2024; Buenos Aires City since March 2025; all with emergency exceptions.

Undergraduate study at state universities is free for Argentines and permanent residents. State universities may now charge other foreigners. As of 22 July 2026, no national university had announced fees.

Schools stay open to children whatever their migration status.

Decree 366/2025 asks people entering Argentina to declare the purpose of their trip and that they hold health insurance.

The decree says this applies once it is regulated. We found no regulation that sets the form, the minimum cover or how it is checked. Whether officers check it at the border today is not known.

A review in September 2026 found that the Migraciones residence pages did not list health insurance as a required document.

Travel with health insurance. Without it, scheduled care in some public hospitals must be paid in advance.

Most currency controls on individuals ended. The monthly limit on buying dollars went, and so did the surcharge on buying them.

Some restrictions remain. Argentine-issued cards still add 30% to spending abroad and to payments in dollars.

The gap between the blue dollar and the official rate has almost closed. It was 0.64% when last checked.

The peso is strong. Argentina is no longer a bargain for people earning in dollars. One estimate puts a single person's monthly costs in Buenos Aires at USD 1,450 outside the centre and USD 1,650 in the centre. That includes rent but not health cover.
